共分四部分,第一部分介绍北极航线的战略价值和我国开发利用北极航线的机会威胁和优势劣势,并在分析各国北极政策的基础上提出我国的北极航线战略;第二部分系统介绍我国的北极航线试航和商业航行概况;第三部分分析和研究“冰上丝绸之路”的概念、范围和战略重点;第四部分提出本人关于北极航线及“冰上丝绸之路”研究的主要理论和观点。

李振福学术及教学简介
李振福,1969年生,男,博士后,大连海事大学航运经济与管理学院教授、博士生导师,大连海事大学专业学位教育学院院长,大连海事大学极地海事研究中心主任。1992年毕业于吉林师范大学历史系(现历史文化学院),2000年硕士毕业于吉林工业大学(现为吉林大学)信息管理与信息系统专业,2003年博士毕业于吉林大学交通运输规划与管理专业,2005年从南开大学经发院博士后流动站出站。
本人一直致力于"一带一路"、北极航线经济政治问题等研究,首次提出"大北极"概念,并利用科学的指标体系划分出大北极范围,为北极及北极航线问题的研究提供了新的研究视角;提出"通权论"理论,为"一带一路"研究提供地缘政治理论基础;发表重要期刊文章100余篇;出版著作及教材6部,完成省部级以上课题10余项。作为负责人完成国家自然科学基金面上项目1项,作为负责人完成国家社科基金一般项目1项,作为首席专家承担国家社科基金重大项目1项,入选2013年教育部新世纪优秀人才支持计划。
现为中国郑和研究会副会长。2013年12月至2014年12月在广西贺州市(地级市)挂职副市长1年。

Since its inception in 2013, the Belt and Road Initiative (BRI) have launched 695 projects in 98 countries along the Belt and Road. Among those, 217 projects are related to transport infrastructure, such as roads, railways, airport, seaports, and terminals (including dry ports). They play an indispensable role in developing economic and transport corridors, improving transport connectivity and market accessibility among the countries, drawing their impacts on structural changes in international logistics and transport system. This lecture aims to illuminate the outcomes of the BRI studies related to transport and international logistics studies since 2013 and to highlight its impacts on structural changes in international logistics and transport system.
